The establishment of the Marine Reserve in Andulay was initiated by Environment and Natural Resource Management Division (ENRD), formerly Resource Management Division (RMD) under the office of the Province of Negros Oriental. Community consultations and meetings were conducted by the assigned Community Organizer and technical person in the province to help them understand the importance of the marine reserve. When the community became receptive of the idea in having the marine reserve, the Andulay Fishermen's Association was formed. The marine reserve was formally declared under Municipal Ordinance No. 93-27 on September 25, 1993.
