History: 

To conserve and protect the coral reefs which served as home to fishes.

Reason for establishment: 

A Rapid Resource Asessment was conducted followed by a public hearing. The area was then declared as a sanctuary through an ordinance. Billboards were then put up and sanctuary markers were also installed.
