This is a story of two people united by their passion towards coastal resource management. The Siquijor Provincial Bantay Dagat Task Force is headed by Mr. Darrell Pasco with his trusted partner Mr. Mario Maglinte. Both are working at the Regulatory Section of the Fishery Division in the Office of the Provincial Agriculture. Along with nine (9) other people, they constitute the Provincial Bantay Dagat Task Force of the Province of Siquijor.
The group call themselves “Papang”, or father, a name that signifies leadership, pride and commaraderie with each other. They patrol the waters of Siquijor always up for action to catch violators. According to them, their successful partnership is due to the commitment of each one to their work, communication and coordination, and mutual respect. This radiated to the rest of the members of the Provincial Bantay Dagat Task Force and that makes their work a very synchronized one.
Papang Darell is the brains of the team while Papang Mario is the first person who acts on whatever it is that they need to work on. Papang Darell does the coordination, facilitates the planning, directs the team and together they execute their plans. Papang Mario on the other hand takes care of other needs in every activity they do. He has a sharp memory of all the other minute details that needs to be done and most of all he knows most of the people in the island. His network is widespread that is why every apprehension, they always tap the right people that they need to go in order to file the case or in order for the case to prosper speedily.
Papang Darell and Papang Mario are just two ordinary people with very gigantic task within the province. Aside from being law enforcers, they are also part of the Provincial Disaster Coordinating Council for they are tasked to transport patients during emergency or with critical status. When Governor Fua gave his State of the Province’s address in 2009, he named the members of the PBDTF as the “Bag- ong Bayani sa Siquijor” (New heroes of Siquijor). This is in fact true to both of them because nothing can stop them as long as it is for the common good of the Siquijodnons. Papang Darrell and Papang Mario are two individuals whose values and principles establish a one of kind performance in work.
What makes the Provincial Bantay Dagat Task Force unique aside from the impressive tandem of Papang Darell and Papang Mario is that each member of the team has a specialization and skill that complements each other especially during the conduct of seaborne patrolling. The team is supported by members of the Philippine National Police assigned in the different municipalities of the province.

The implementation of community-based user's fee system has drawn lots of enthusiasm from many LGUs. Learning from the successful implementation in Moalboal and Santander, 26 municipalities from South Cebu and Siquijor has now consistently implemented the system. This year, two municipalities from Siquijor Province, Maria and Lazi have started collecting user's fee within their municipal water.

The community-based user's fee system, where municipal government, coastal barangays and fisherfolk organizations receive a percentage share from the collection, proved to be effective in promoting transparency in funds allocation as it helps provide a check and balance between the three sectors who have agreed at the outset thru the user's fee ordinance to use the funds exclusively for CRM related expenses only.
In Moalboal, the consistent increase (36.6%) in collection shows the overwhelming support of the dive sector in the user's fee system and had drawn interest from LGU to pursue a long term eco-tourism plan premised on marine conservation.
