Establishing Networks of Marine Protected Areas through Local Government-based Coastal Resource Management in Central Visayas
Overview:
The project builds on substantial gains and lessons learned from the previous projects supported by the David and Lucile Packard Foundation grant to CCE Foundation to achieve the next critical objective of managing the coastal resources in the Philippines. Its primary goal is to enhance coastal resource management effectiveness by integrating an ecosystems approach to fisheries management. This will be achieved through capacity enhancement, policy and technical support, institutional development, and constituency building and education. The project will be divided into four (4) major components:

Ecosystems-based fisheries management through biophysical and
socio-institutional networking of MPAs at the cluster and provincial
levels, and improving regulatory and enforcement mechanisms;

Developing and implementing integrated MPA-based ecotourism
management plan with considerations on carrying capacity, anthropogenic
impacts and climate change for tourism-drive MPAs;

Capacitating and informing constituency for MPA management, enforcement, monitoring, and policy advocacy;

Exchanging lessons, strategies and tools for improved management,
which includes engaging in national and regional MPA sharing and
networking forums.
Objectives:
- Provincial MPA Network Management Plan adopted [2 Provinces]
- Comprehensive MPA Network Management Plan adopted and implemented [1 or more clusters]
- MPA Networks functional with activities implemented and model/offshore MPAs identified [1] or more MPA networks]
- MPAs improved management rating by one level higher [18 MPAs]
- MPA with user fee systems in place and sustained [8 MPAs]
- Coastal Law Enforcement operations conducted [semi-annual]
- MPA Support Network collaborative activities conducted [2 activities]
- MPA Community Monitoring Team trained and functional[2 teams]
- Information, Education and Communication activities completed,
including MPA monitoring boards, information materials, youth peer
education, and barangay pulong-pulong (community orientations)
- A Rewards and Incentives System for each MPA network developed
- Youth or MPA second-line managers trained [80 persons]
- MPA Database System updated and functional [annually updated]
- Lessons and results disseminated through 2 or more publications and reports
- 300 kilometers of coastline with improved management
