JOB TITLE: Finance Officer
ORGANIZATION: Coastal Conservation and Education Foundation, Inc.
LOCATION: Cebu City, Philippines
REPORTS TO: Executive Director

BACKGROUND:
Founded in 1998, the Coastal Conservation and Education Foundation (CCEF) (www.coast.ph) is a non-government organization dedicated to coastal resource management (CRM). The CRM activities focus on the management of coral reefs and other coastal and marine ecosystems through establishments of marine protected areas (MPAs), research and monitoring for informed decision-making, capacity and constituency building for conservation and management through training and education, public-private partnerships, and community organization and development. Our current work focuses on cutting-edge science in the rehabilitation of coastal and marine habitats such as coral reefs, seagrass beds, mangrove and beach forests to enhance fish recovery, alleviate poverty, empower communities and increase resiliency from an ecological and disaster prevention perspective.

KEY RESPONSIBILITIES

  1. Financial Administration: Responsible for financial record keeping and administration; Ensures that all finances are properly administered and monitored in accordance with CCEF’s internal regulations and controls; Prepares monthly and quarterly financial reports for the ED, BOT, and funders on income, expenditure, and any variance from budgets, and to provide this information as needed; Tracks petty cash, keeping appropriate records, and maintaining reconciliations; Maintains bank records, bank reconciliation, and deal with the bank on all financial matters; Ensures accurate payment of benefits and allowances; Manages payroll; Assist with the annual audit; In-charge of budget preparation in coordination with the Executive Director.
  2. Systems, Reports, Policies and Procedures: Ensures compliance with regulatory requirements of the government; Responsible for researching and helping put in place additional policies and procedures as needed; Responsible for annual returns and reports; Maintains records to meet legal and tax requirements and to measure both the inputs, outputs and the outcomes of operations.
  3. General Administration and Tasks: Maintains and develops where necessary, the administration of office systems-paper and electronic (e.g. online/offline file sharing system); Maintains and updates master contact databases; Responsible for liaising with appropriate support services where necessary.
  4. Prepared to undertake any other duties within the role as required.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree in Accountancy, Business Administration/Management, Human Resources/Organizational Development, or other equivalent business practice;
  • At least 3-5 years of work experience and knowledge in office administration and generally accepted accounting principles;
  • Knowledge on Quick Books and willing to be trained on Financial Management for NGOs;
  • Proficiency in office administration, employee benefits, payroll system and reporting, manual and computerized accounting programs, accounts payable and accounts receivables, and preparation of financial statements;
  • Experience in using and/or developing financial databases and processes, including bookkeeping and record keeping;
  • Excellent computer literacy skills, including skills in Word, Excel, Power-point and access databases;
  • Good knowledge of the internet, web functionality, and social media;
  • Good written and verbal communication skills,
  • Ability to respond tactfully and appropriately to inquiries from a range of individuals and/or groups;
  • Must have leadership qualities with demonstrable skills on problem-solving and analysis, decision-making, stress and time management;
  • Positive and progressive outlook;
  • Honest and trustworthy with sound work ethics.
