The managing organization, Batalang-Bato Management Committee (BBMC), includes members of the Municipal Council of Tingloy; members of the Barangay Councils of Sto. Tomas and Talahib, ” Samahan Tungo sa Kaunlaran ng Sto. Tomas, Inc.” (STKST) or organization towards the Progress of Sto. Tomas, Inc.; “Bantay-dagat” or fish warden group; Barangay and Municipal Fisheries and Aquatic Resource Management Council; and members of the community.

For research diving and snorkeling, you will need permission from the BBMC and the barangay councils of Sto. Tomas and Talahib.

History: 
In August 1988, the Coastal Conservation and Education Foundation, Inc. (CCE Foundation) started field interventions in Barangay Sto. Tomas, Tingloy. One Field Officer was based in Sto. Tomas to live within the community. With the help of volunteers, they conducted education campaigns in the area raising awareness in marine and coastal conservation. Efforts were exerted towards establishing a local marine sanctuary until finally, on Oct. 14, 2002, a marine sanctuary was declared.
