History:
In 1989, Guiuan Development Foundation, Inc. (GDFI) and the Philippine Council for Aquatic and Marine Research Development (PCAMRD) conducted a coastal resources assessment of Bagonbanua Island. The GDFI initiated the establishement of the Bagonbanua Marine Reserve. Boundaries were delineated in 1991. Then in 1992, the Marine Reserve was established under a Municipal Ordinance.
