CCEF strengthens financial management and transparency in coastal communities

The Coastal Conservation and Education Foundation (CCEF) is advancing sustainable coastal governance by strengthening financial accountability among grassroots partners. Through the Promoting Community‑Based Ecotourism in Marine Protected Areas and Mangrove Areas (ProComTour) Project, generously funded by the Unico Conservation Foundation, conducted Financial Records Monitoring with three organizations:

  • BUFFALOO – Bugas Farmers and Fishers Organization (Badian)
  • TPSC – Tawog Pagatpatan Services Cooperative (Argao)
  • NAGMATA – Nagkahiusang Mananagat sa Taloot (Argao)

This initiative builds on earlier training in Basic Accounting for Non‑Accountants, ensuring that community‑based organizations adopt standardized bookkeeping practices, maintain accurate financial records, and comply with internal control procedures.

Key Findings and Interventions

  • BUFFALOO (August 12): Addressed missing vouchers, lack of a Chart of Accounts, and incomplete ledgers. Officers were guided on preparing Trial Balances and strengthening documentation.
  • TPSC (August 13): Improved use of vouchers, journal entries, and petty cash management. Recommendations included adopting pre‑numbered forms, proper depreciation policies, and stricter cash controls.
  • NAGMATA (August 14): Transitioned from logbook entries to official books of accounts and financial reports. Officers were mentored on voucher systems and applying prior accounting training.

Lessons Learned

  1. Transitioning from logbooks to formal ledgers and Trial Balances is essential.
  2. Issuing pre‑numbered vouchers and invoices safeguards transparency.
  3. Implementing strict internal cash controls prevents accountability risks.
  4. Continuous mentoring ensures long‑term adoption of proper practices.

Through the ProComTour Project and the generous support of the Unico Conservation Foundation, CCEF empowers local organizations to responsibly manage project funds, build stakeholder trust, and sustain community‑based fisheries and ecotourism initiatives.
