Community‑Managed Savings and Credit Association (CoMSCA) is a grassroots savings and lending model where members contribute shares weekly, build a loan fund for livelihood needs, and maintain a social fund for emergencies. It is designed to strengthen household resilience, promote financial inclusion, and empower communities to manage their own resources.
As part of the BUILD REEFS Project deliverables implemented by the Coastal Conservation and Education Foundation (CCEF), four coastal barangays in Siquijor successfully formed CoMSCA groups:
May 30, 2026 – Brgy. Cang-asagan, San Juan

May 31, 2026 – Brgy. Tulapos, Enrique Villanueva
➡️ Taklobo Savings Group (34 members; 28‑week cycle; ₱100 loan fund/share; ₱20 social fund; plus ₱5 environmental fund) ▸ Expected savings after one cycle: ₱95,200 – ₱476,000

➡️ Hagdanan Savings Group (24 members; 52‑week cycle; ₱20 loan fund/share; ₱10 social fund) ▸ Expected savings after one cycle: ₱24,960 – ₱124,800
These groups bring together farmers, fisherfolk, tour guides, housewives, and local leaders, strengthening household resilience and supporting community initiatives through collective savings.
With CCEF’s facilitation, the formation of these savings groups will serve as a financial safety net when the unified fishing holiday across Siquijor is implemented. By pooling resources and practicing collective savings, communities will be able to withstand temporary pauses in fishing activities, ensuring both economic stability and ecological recovery.
This activity is part of the BUILD REEFS Project (Building Climate‑Resilient Municipal Reef and Small Pelagic Fisheries in Siquijor, Philippines), within the Global Programme of the Climate and Ocean Adaptation & Sustainable Transition (COAST). This vital initiative is funded by the United Kingdom’s Foreign, Commonwealth and Development Office (FCDO) and implemented by CCEF in partnership with local communities.
